BITS Requires That The Server Support The Range Protocol Header

When trying to download Quickmap software or data using QDownloader or QSetup, you may get this error:

Quickmap Data Setup Failed

Download error: The server does not support the necessary HTTP protocol. Background Intelligent Transfer Service (BITS) requires that the server support the Range protocol header.
C:\Users\username\AppData\Local\Temp\Quickmap\legal_NZ.zip

(Assuming you don’t have any network connectivity issues) this occurs because your firewall is blocking BITS from downloading the file. If you are using a Palo Alto firewall / router, this error is probably because you have blocked the HTTP Range protocol option, which is required for programs that start, stop / pause downloading then continue later, which part of the functionality of BITS (which is used by Quickmap to download data).
